The global NCD action plan: a catalyzer of progress in HPV vaccine implementation

Vaccine preventable cancers (HPV and cervical and HBV and liver cancer) are an important part of the overall burden due to cancer in particular in those regions of the world where there is high prevalence of chronic infections and low access to early detection.
The WHO noncommunicable disease action plan covering also cancercontrol (World Health Assembly 2013) is stimulating progress in vaccine preventable cancers. It calls for developing national health care delivery systems which enables the introduction of HPV vaccines as part of a comprehensive approach to prevent and control cervical cancer.
WHO has provided over the past decade the essential technical and program guidance in implementing HPV vaccines. There is increasing evidence that implementing HPV vaccines to the target population of adolescent girls is feasible also in low resource settings. GAVI has included HPV as part of its vaccine portfolio so that implementation of HPV vaccines in countries where there is the greatest need for cervical cancer prevention is becoming reality. It is important to monitor progress in HPV vaccine implementionation as part of the broader framework of NCD monitoring which also is part of the NCD agenda. Cancer registries will have a key role to provide decision makers the necessary data for planning and monitoring progress of comprehensive cervical cancer programs.
